The Plataforma de Reflexión sobre Políticas Culturales (Platform of Reflection on Cultural Policies, PRPC) was created in 2004 as a critical reaction to the celebration of the first edition of the International Biennial of Contemporary Art of Seville (BIACS 1, October 1 – December 26, 2004). Its main aim was to foster a debate within the culture industry about this new expensive event driven by the interests of a private consortium of companies but funded almost entirely with public money (the Seville-Andalusian local Government). Thus, the PRPC objectives were to question large cultural proposals when they are public funded and understood only as mass tourism-oriented events. The PRCP produced manifestos, articles, and critical actions in response to the successive editions of BIACS in 2004, 2006 and 2008.
