This communiqué outlines the origins of the Plataforma de Reflexión sobre Políticas Culturales (Platform of Reflection on Cultural Policies, PRPC), from Seville, founded after the publication of a special issue of Parabólica magazine in November 2004 and related conferences designed to interrogate the first International Biennial of Contemporary Art of Seville (BIACS 1, October 1 – December 26, 2004). Concerned by the effects of “biennialism” as a system, the authors of this communiqué also included a manifesto alluding to the second edition of BIACS (October 26, 2006 – January 15, 2007), curated by Okwui Enwezor, and the names of the first artists and cultural agents to join these protests.
